COTS, Commercial Off The Shelf

COTS Engineering generally provides for a lower cost structure simply because there is no R & D required. If you can find ready made products then one only has to "Design", without the necessity of speciality development of new products.
In theory, COTS is an abreviation for Commercial Off The Shelf. The idea being that
ready made items will be cheaper to install and include in the design process and consequently
the manufacturing and/or production process.
Example of IDE: Construct with "OpenSource" Eclipse SDK. "Hence FREE" just like Linux, Eclipse is an open development platform and is part of the open-source software community whose projects are focused on building an open development platform comprised of extensible frameworks, tools and runtimes for building, deploying and managing software across the lifecycle. A large and vibrant ecosystem of major technology vendors, innovative start-ups, universities, research institutions and individuals extend, complement and support the Eclipse platform.
